Robots are neat toys, but why not better utilize degraded resources that
are throw aways at best. Do we really need a robot for EVERYTHING? Or
do we need wisdom for better utilizing degraded systems that we already
have augmented with AI robots?

I'm all for this initiative, but this is nothing new. The Army and its research labs have already done the initial research, developed prototypes and spent billions of dollars on this already. This seems to be the old spin-outs from FCS (lighter, lethal and mobile), where the technology developed under that program has been leveraged across DoD and all Services.
